DESCRIPTION:This focus group is organised in the realm of the project called Preparatory actions of the AI-on-Demand Platform (Pre-PAI). It is an EU founded project aimed at providing the blueprint for the further development\, deployment\, and operation of the European AI-on-demand platform (https://www.ai4europe.eu/). This sovereign platform aims to be the one-stop shop for a wide range of AI resources: contacts\, content\, data\, training\, services\, funding programmes\, jobs\, events\, technical tools etc. The European Commission will use it as its reference platform for all AI projects related actions at the EU level\, with the aim of involving researchers\, industry and public administrations. We are consulting public administrations at the national\, regional and local levels. We leverage on different consultation means: an online survey\, targeted interviews\, and focus groups. \nThis focus group is set to dig deeper into main needs of public administrations with regard to the adoption and use of AI. In particular\, the discussion will be based on all the functionalities which\, if developed on the AI-on-demand platform\, would provide value to public officers dealing with\, or interested in\, the use of AI for public services. The agenda and discussion guide below is meant to orient the discussion even in case participants do not have any preliminary knowledge of the platform. DESCRIPTION:The next Living-in.EU signatories meeting will take place on 09 March 2023 at 14h00-16h30 online. It is titled “Workshop on organisational and cultural interoperability issues arising in local administrations” and is hosted by Wavestone. \nWavestone is conducting a study on organisational and cultural interoperability issues arising in local administrations when establishing local\, regional or national data spaces or local digital twins drawing on examples from European public administrations for the European Commission’s Directorate General for Communications Networks\, Content & Technology (DG CNECT) within the National Interoperability Framework Observatory (NIFO) led by the Directorate General for Informatics (DIGIT). \nThis study aims to provide an analysis of organisational and cultural interoperability issues\, two components of the European Interoperability Framework for Smart Cities and Communities’ (EIF4SCC) interoperability model\, identified in local or regional administrations when establishing data spaces or local digital twins. In addition\, recommendations will be provided on how to support the roll-out of a European-wide smart communities data space and interconnected local digital twins. \nThe workshop is organised in the context of this study and is part of a broader set of targeted consultation activities with relevant stakeholders on the matter. DESCRIPTION:Welcome to the online Learning Circle on the Minimal Interoperability Standard 4 (MIM-4): Towards Interoperable Personal Data Management within Smart Cities \n4 October – 22 November 2022\, online\, free \nProvided by Vastuu Group & H3C project \nThe learning circle is part of the H3C: Human-centric companies and cities project\, co-funded by the Helsinki-Uusimaa Regional Council from the sum allocated for the purpose of buttressing sustainable growth and vitality in the regions. \nWhat is it all about\nThis learning circle consists of four workshops held biweekly (homework realisation could be given three weeks to conclude) from 4 October to 22 November. It’s all online and with free participation. \nEach consecutive workshop drills deeper on implementing human-centric personal data use cases hands-on. The actual hands-on phase and team homework require the attendees to form teams of 3 to 4 persons\, ultimately such teams should come from the same organisation and represent its core stakeholders what comes to realising new personal data-driven services. By the end of the circle the participants undergo a process of defining and implementing a working prototype of their own MyData service. \nThe provided sandbox based on our MyDataShare operator platform contains tools\, simulated data sources and active credentials for the teams to configure their use cases within the MyData operator. Homework may include the team’s own software development around a rough MyData service prototype. \nIf some learning circle participants are either using a different MyData Operator already in their services\, or represent another operator\, the team homework can also be arranged around multi-operator interoperability. This would focus on data source interoperability across operators\, and an approach is sought by using a suggested MIM4 Connector element. Access to the Connector source code and documentation is provided for the teams\, and the simulated data sources for the generic MyData use cases can be used also in this cross-operator interoperability homework track.

However legal\, procurement and transparency tools are equally important as ways to foster update of AI by public authorities in a way that ensures a high degree of trust among citizens. Model Contractual Clauses for the Procurement of AI\nAmsterdam developed a set of contractual clauses for the procurement of Artificial Intelligence\, to create a framework for the information that suppliers need to provide on algorithms used. The clauses build on the Ethics Guidelines developed by the European Commission’s (EC) High Level Expert Group on Artificial Intelligence (AI)\, and the city’s own strong digital ethics policy and work though the Cities Digital Rights Coalition. The contractual clauses are now being adapted as a template for other public administrations to reuse. DG GROW has held two webinars to date on the clauses. The first (June 2021) showcased Amsterdam’s approach to AI procurement and the second (May 2022) presented the adapted clauses\, partially aligned with the AI Act currently under negotiation. The draft clauses are now available on Living-in.EU for feedback. See here for more information. \nFrom early 2023\, DG GROW’s Digital Public Buyers Initiative and Living-in.EU will work with stakeholders to trial the adapted Amsterdam procurement clauses and to develop guidance material. When finalised\, these clauses will be a useful tool for public procurers at local\, regional and national level to procure ethical\, human-centric AI\, to boost uptake of AI and to increase citizen trust in its use. \n2. AI Algorithm Registries\nAn AI Algorithm Registry is an online tool or website that provides citizens with information on artificial intelligence systems used by public administrations in reaching decisions affecting them in a transparent and understandable manner. The Cities of Amsterdam and Helsinki are examples of existing Algorithm Registries. \nEurocities’ Digital Forum Lab is working with a group of cities to develop and pilot a common data schema for cities that wish to create their own interoperable local AI Registries\, drawing on the Amsterdam model contractual clauses\, the Dutch data model for algorithm registries\, the UK Algorithmic Transparency Standard and others. The data schema will not only serve cities that would use an external supplier to develop a solution for them\, but could also help those that would want to do it in-house or through open-source software. Fair AI Minimum Interoperability Mechanism (MIM 5)\nOASC\, which leads the Living-in.EU Technical Sub-group\, is beginning to work with cities to develop a Fair AI MIM\, also known as MIM 5 (Minimal Interoperability Mechanism)\, part of the MIMs Plus set of technical specifications. This technical tool will assist cities to automatically (i) check that AI service providers have supplied the appropriate information and safeguards in line with the transparency\nrequirements\, such as those set out in the standard contractual clauses\, and (ii) link this data to an AI registry on how AI was used in decisions affecting citizens.

DESCRIPTION:The fifth ICC City Lab will return for the final time between 14 – 23 June 2022. SUMMARY:Regional and local data-driven innovation through collective intelligence and sandboxing: Validation Workshop
DESCRIPTION:What role can sandboxing approaches and methodologies play in building effective local and regional data ecosystems?  \nThis is the question that OASC\, along with a consortium of partners and European cities\, has been exploring as part of the JRC ELISE Project “Regional and local data-driven innovation through collective intelligence and sandboxing”. \nThe project aims to address how “sandboxing” approaches can contribute to the development of local data ecosystems\, and address key urban challenges related to mobility\, energy\, and housing.  Here\, “sandboxing” refers to testing solutions in a safe environment\, with a focus on institutional and technical innovations to enable more efficient and effective delivery of public services through data sharing and reuse. \nThe project team is now finalizing and synthesizing the results from the sandboxing experiments in the cities of Barcelona\, Helsinki\, Milan and Poznan.    \nWe are keen to learn from the experience of other European cities and their stakeholders in using sandboxing to improve data-driven innovation\, to help validate and build on the results of our work. \nTo do this\, we have launched a short survey which will only take 10-15min to complete and is open to all stakeholders with experience with sandboxing methodologies and projects:  https://s.chkmkt.com/?e=264134&d=e&h=408E0AD10C5AED4&l=en \nWe are also hosting a workshop on April 28 to present and validate the findings.
