DESCRIPTION:With the setting up of the European Cybersecurity Competence Centre (ECCC) in Bucharest well under way\, the other important dimension in the emerging European cybersecurity landscape are the National Coordination Centres (NCCs). DESCRIPTION:The growth of online services over the last 15-20 years has been\, to say the least\, dramatic at every socio-economic level conceivable. Digital technology is changing people’s lives and the EU’s digital strategy aims to make this transformation work for people and businesses. A Europe fit for the digital age is one of the Commission’s six political priorities\, aiming to empower people with a new generation of technologies. \nHowever\, the widespread everyday dependency on the digital market has had some negative consequences. SUMMARY:Living-in.EU Fair AI Workshop: Aligning European efforts for legal and ethical adoption of AI by public entities
DESCRIPTION:AI technologies offer significant potential to improve the effectiveness and efficiency of public administrations and are key to achieving our Digital Decade ambitions. Ranging from chatbots to AI-powered local digital twins offering complex modelling capabilities for city planners\, AI and its potential uses are developing all the time. \nData governance\, access to high volumes of quality data\, and technical interoperability between platforms and systems are key areas of importance being addressed through Living-in.EU and other smart communities’ initiatives. However legal\, procurement and transparency tools are equally important as ways to foster update of AI by public authorities in a way that ensures a high degree of trust among citizens. Cities and communities in the EU are leading the way and offer use cases that can be scaled up through cooperation. \nThis workshop will outline three strands of work (see below) that are getting underway through Living-in.EU and its partner organisations Eurocities and OASC\, as well as broader developments supported by the European Commission in the context of public sector AI\, including new projects funded through the DIGITAL Programme. This workshop aims to presenting these with a view to making sure they are well aligned and complementary. Model Contractual Clauses for the Procurement of AI\nAmsterdam developed a set of contractual clauses for the procurement of Artificial Intelligence\, to create a framework for the information that suppliers need to provide on algorithms used. The clauses build on the Ethics Guidelines developed by the European Commission’s (EC) High Level Expert Group on Artificial Intelligence (AI)\, and the city’s own strong digital ethics policy and work though the Cities Digital Rights Coalition. The contractual clauses are now being adapted as a template for other public administrations to reuse. DG GROW has held two webinars to date on the clauses. The first (June 2021) showcased Amsterdam’s approach to AI procurement and the second (May 2022) presented the adapted clauses\, partially aligned with the AI Act currently under negotiation. The draft clauses are now available on Living-in.EU for feedback. See here for more information. \nFrom early 2023\, DG GROW’s Digital Public Buyers Initiative and Living-in.EU will work with stakeholders to trial the adapted Amsterdam procurement clauses and to develop guidance material. When finalised\, these clauses will be a useful tool for public procurers at local\, regional and national level to procure ethical\, human-centric AI\, to boost uptake of AI and to increase citizen trust in its use. \n2. AI Algorithm Registries\nAn AI Algorithm Registry is an online tool or website that provides citizens with information on artificial intelligence systems used by public administrations in reaching decisions affecting them in a transparent and understandable manner. The Cities of Amsterdam and Helsinki are examples of existing Algorithm Registries. \nEurocities’ Digital Forum Lab is working with a group of cities to develop and pilot a common data schema for cities that wish to create their own interoperable local AI Registries\, drawing on the Amsterdam model contractual clauses\, the Dutch data model for algorithm registries\, the UK Algorithmic Transparency Standard and others. The data schema will not only serve cities that would use an external supplier to develop a solution for them\, but could also help those that would want to do it in-house or through open-source software. Fair AI Minimum Interoperability Mechanism (MIM 5)\nOASC\, which leads the Living-in.EU Technical Sub-group\, is beginning to work with cities to develop a Fair AI MIM\, also known as MIM 5 (Minimal Interoperability Mechanism)\, part of the MIMs Plus set of technical specifications. This technical tool will assist cities to automatically (i) check that AI service providers have supplied the appropriate information and safeguards in line with the transparency\nrequirements\, such as those set out in the standard contractual clauses\, and (ii) link this data to an AI registry on how AI was used in decisions affecting citizens.

DESCRIPTION:The fifth ICC City Lab will return for the final time between 14 – 23 June 2022. This special edition will focus on Local Ecosystems mobilisation and Urban Innovation following feedback received from cities and experts on previous ICC City Labs. \nThe City Lab will be launched on June 14th with sessions open both to the ICC community and the public. Week 1 will be dedicated to mentor led Thematic Network sessions\, where the ICC Mentor Cities will present successful solutions and good practices implemented in their cities. The core cities will also have time to get together in the Geographical Chapter Meetings to continue their discussions. During week 2\, the Peer Reviews sessions and Transversal Network sessions on Open Data and Public Procurement will be in the limelight. SUMMARY:Regional and local data-driven innovation through collective intelligence and sandboxing: Validation Workshop
DESCRIPTION:What role can sandboxing approaches and methodologies play in building effective local and regional data ecosystems?  \nThis is the question that OASC\, along with a consortium of partners and European cities\, has been exploring as part of the JRC ELISE Project “Regional and local data-driven innovation through collective intelligence and sandboxing”. \nThe project aims to address how “sandboxing” approaches can contribute to the development of local data ecosystems\, and address key urban challenges related to mobility\, energy\, and housing.  Here\, “sandboxing” refers to testing solutions in a safe environment\, with a focus on institutional and technical innovations to enable more efficient and effective delivery of public services through data sharing and reuse. \nThe project team is now finalizing and synthesizing the results from the sandboxing experiments in the cities of Barcelona\, Helsinki\, Milan and Poznan.    \nWe are keen to learn from the experience of other European cities and their stakeholders in using sandboxing to improve data-driven innovation\, to help validate and build on the results of our work. \nTo do this\, we have launched a short survey which will only take 10-15min to complete and is open to all stakeholders with experience with sandboxing methodologies and projects:  https://s.chkmkt.com/?e=264134&d=e&h=408E0AD10C5AED4&l=en \nWe are also hosting a workshop on April 28 to present and validate the findings. DESCRIPTION:Commissioner for the Internal Market Thierry Breton will engage in a dialogue with EU Mayors from the Living-in.EU movement and the Intelligent Cities Challenge on the green and digital transformation and socio-economic resilience of cities and communities on 2 December. \nThe dialogue will be organised around two panels of Mayors to discuss their cities’ priorities\, challenges and expectations in relation to the transition pathway of their city o towards a sustainable future with Commissioner Breton. \nThe first interactive panel will focus on planning and implementing the green and digital transformation of the local economy and society\, the role of innovation and technology\, local green deals and the issue of up and reskilling of the local workforce. DESCRIPTION:Recovery is urgent. In cities\, this is clearer than anywhere else. Entire sectors have been deeply affected by the pandemic. To meet the ambitious EU targets for digital transformation\, emissions and poverty reduction\, the recovery budget must be invested speedily and strategically. \nCities ability to transform\, become more resilient\, modernise governance and support surrounding areas is increasingly in the spotlight. The European Green Deal can only succeed with cities fully on board. Consequently\, the EU has ramped up the financial opportunities for sustainable urban development. In all sectors\, there is an EU programme that offers collaboration with cities. \nThis contrasts with the limited involvement of cities at strategic level in the EU. The renewed Leipzig Charter adopted under the German EU Presidency in 2020 made the case for the transformative power of cities. The Conference on the Future of Europe in May 2021 will open the debate about collaboration between levels of government for an effective and democratic recovery. \nTo address the lessons of the crisis and look towards a green\, digital and just recovery\, Eurocities 2021 Leipzig will examine how the EU’s strategic goals are translated and implemented in cities. \nWe will discuss the links between cities’ competences and their ability to drive the green\, digital and just transformation. DESCRIPTION:This interactive workshop will provide you with practical insights throughout stimulating discussions.It will build on the learnings drawn from two pan-European activities carried out under the ELISE Action of the  ISA2 European Interoperability Programme\, involving more than 20 European cities. \nFollowing a plenary introduction\, you will be able to choose to participate in one of the two following journeys: \n\nJourney 1: Innovative use of location data and technologies to improve public services – Through this journey\, you will learn how European cities and regions successfully use location data and technologies to improve their public services.  You will get familiar with the results of a state-of-the-art study based on a large-scale survey of 150 local and regional authorities and 13 in-depth interviews.  During the second part of the session\, you will have the chance to dive into the case studies demonstrating the innovative use of location data and technologies in generating public value and considering the transferability of these solutions to other local/regional environments.  The case studies are based on the experience of the cities of: Navarra (ES)\, Leuven (BE) and Cascais (PT).  You will be invited to share your experience and feedback and raise your awareness and understanding of the potential of using location technology and information at the local and regional level.\n\n\nJourney 2: Regional and local data-driven innovation through collective intelligence and sandboxing – Through this journey\, you will learn about the findings and recommendations for building effective data ecosystems based on an in-depth analysis experimenting using a sandbox approach to address mobility\, energy\, and housing challenges in different cities. SUMMARY:Local Digital Twins: Forging the cities of tomorrow
DESCRIPTION:City managers and policy makers face challenges in delivering effective urban change due to the complex nature of city processes and systems. Local Digital Twins (LDTs) disrupt siloed policy-making by enabling systemic impact exploration of and experimentation with new ideas across virtual replicas of cities and regions. The session will engage cities interested in LDTs to raise awareness of the Commission’s policy\, clarify the concept\, and identify what capacity-building needs they have. \nLocal Digital Twins (LDTs) are a disruptive concept with untapped potential to achieve the goals of the European Green Deal and the Commission’s digital ambitions\, allowing for greater co-creation with citizens. The Commission plans to enable cities/regions to create their LDTs\, with funding allocated for the development of technical aspects. The session will include a presentation by two cities\, who will explain their journey\, covering how they decided to use a digital twin\, what enablers they put in place (technological and governance related) and what their main challenges have been. This will be followed by small group discussions on what capacity they would need to build to be able to embark on such a journey. Coming back from the breakout session\, a Sli.do will capture the main training needs listed. SUMMARY:MatchPoints 2021: Democracy and Culture in the Digital Age
DESCRIPTION:Since 2007\, MatchPoints has been the annual flagship conference of Aarhus University\, bringing together researchers\, journalists\, politicians\, business leaders and engaged citizens to discuss the most pressing issues of the day. \nThe conference “Democracy and Culture in the Digital Age” explores the relation between digitalization and democracy. \nToday\, our society faces an almost insurmountable number of challenges: the climate crisis\, Covid-19\, a looming recession\, threats against democracy and still greater rifts in social cohesion. A common element in all these challenges is digitalization. \nOASC CEO Davor Meersman will be part of a panel on “Digital Leadership: Cross-Sectoral Transformation for a Sustainable Future\,” on Saturday\, 29 May from 14.45 to 16.30 CEST. The panel will be moderated by OASC Chair and Aarhus University Associate Professor Martin Brynskov.
